Citizen’s Report: Collierville School Board Work Session, July 21, 2020

My summary of the July 21, 2020 Work Session of the Collierville School Board. All members present except for Mr Cox, who is under the weather. As always, these notes represent my attempt to capture the relevant information discussed at the work session. Please do not hesitate to contact me with any concerns you may have.

Introductions:

Troop 56 boy scouts

Leigh Anne Rainey – Chief Academic Officer, head of the Curriculum Department.

Mario Hogue – Communications Specialist – started last week.

Review of deferred compensation plan – improvement in options for 401(k) plans; state-level plan, which has lower management costs due to much larger fund investment. Part of the activity is retroactively entering into the appropriate signed agreement.

Review of Proposal for Collierville Dragon Dancers School Support Organization – combining CMS and WCMS dance teams due to reduced participation this coming year. This reflects a few years of declining participation. The combined team will be coached by the same coach as the high school.

Review of 2020-2021 fees. No changes from previous year, except the device fee in elementary school will apply to 5th grade plus anyone enrolling in Collierville Virtual Academy. Mr Warren asks if fees will be refunded in case of cancellation of the team activities. Mr Curtis responds that a refund process will be in place (less fixed costs). Mrs Chism is asking for copies of the refund process documentation.

Review of financial statements for June, which closes out the fiscal year, but is subject to final changes. Overall funds balanced out overall, but nutrition needed to be supported with a transfer from the general fund due to the COVID shutdown. Savings were realized in payroll, transportation, utilities.

  • Budget line item transfer authority language and responsibility clarification
  • Gifts and bequests
  • Surplus property sales

  • Fundraising Activities – new policy replaces old policy – will need to add clause about exception process to follow TN law

Review of Updating the Disciplinary Hearing Authority Committee of removing Herchel Burton (retired) as Chairman and appointing Andy Field as Chairman and adding Eric Linsy commencing on August 1, 2020 through March 31, 2021

Review of the Reopening & Recovery Plan School Year 2020-2021

  • Plan reflects survey results showing vast majority of parents wanting to return to school full time, but to allow for students to stay home for 100% virtual school.
  • FAQs still being added to, including answers to non-CVA questions
  • Videos will be posted to show what school will look like to some degree
  • Plans have been submitted to Shelby County Health Department, and they may require changes
  • Collierville Schools does not have control over the fluid situation we are living in
  • July 29 deadline is needed to ensure teachers can be appropriately assigned and then trained prior to the start of the school year
  • currently 1111 students have selected the virtual academy (approximately 1/8 of the total enrollment)
  • Mrs Chism suggests an online townhall meeting may be beneficial to help with parent questions and concerns
  • There are some highly specialized (including AP) and technical or hands-on courses that will not be able to be made available online through CVA
  • Dual Enrollment courses are controlled by the University of Memphis, and some will and some will not be available online, which is still being worked on with the U of M.
  • List of courses offered in CVA is now in the FAQs – linked here.
  • Explicitly stated: CVA will be taught primarily by Collierville teachers

Review of Board Resolution 2020-01, Emergency Suspension of Board Policies During the 2020-2021 School Year. This accommodates a fluid situation so appropriate measures can be taken when needed that are outside of regular board policy.

Citizen’s Report: Collierville School Board Work Session, September 17, 2019

Summary of the September 17 Collierville Schools Board of Education. All board members present.

Presentation by Dr Nicholson from Battelle for Kids. This (non-profit) organization is under consideration to be engaged to help Collierville Schools develop its next strategic plan. Their approach:

  • visioning – including building a custom ‘portrait of a graduate’
  • current state analysis
  • plan that connects the two
  • connect the community stakeholders with the plan

Community involvement starts with participation in the visioning. State requirements focus on numeracy and literacy, while the focus on developing the right mindset is more predictive of future success.

Depending on the agreed upon engagement, Battelle for Kids can provide assistance with every aspect in the development of the plan, including community engagement. The Portrait of a Graduate takes approximately 4 months, followed by two months of data analysis of the current state, two months to develop the new plan, and another month or two for socialization. While no specific financial details were discussed for these services, the cost to Collierville Schools should be ‘less than six figures.’ The exact RFP bid process for this type of service will be subject to state law, as are all purchases for the district.

Battelle for Kids is an organization founded in 2001 under the umbrella of the Battelle Memorial Institute, which is a sizeable ($6B revenue) non-profit organization which supports science and innovation going back to the 1920s, and is a significant federal government contractor. Family Life Curriculum Presentation (proposed curriculum change)

  • Change to state standards in 2018
  • Addition of the requirement to address human trafficking in 2019
  • Current teacher input was sought and incorporated in the proposed curriculum
  • Current program focuses on a single week in the spring; when evaluating the detailed standards for elementary school, there is a significant amount of coverage already included in the curriculum taught year round
  • Middle School will remain with the one-week focus. Curriculum called Puberty: The Wonder Years (includes abstinence-based content) will be added to 6th grade; delivery will be done by selected educators, who will get targeted professional development for this curriculum and support from health, counseling and admin staff
  • Feedback heard: parent communication needs to be more robust; parents will be invited to review curriculum content at the school office if desired, but in-school options will be explored

Review of Financial Report – Dr Lilly walked the board through some of the financial statement highlights for August, including providing some context

Review of Policy #4.603, Promotion and Retention – reflects changes due to state law, including parental notification
Review of Policy #4.605, Graduation Requirements - reflects changes due to state law: must PASS civics exam (old regulation only required taking the exam); also updating policy to be less prescriptive in procedures, which should be in the handbook
Review of Policy #4.700, Testing Programs – additional change since last month – omitted item added to conform with state law
Review of Policy #6.300, Code of Behavior and Discipline – and Review of Policy #6.313, Code of Conduct and Discipline Procedures – proposal to rescind 6.300 as the details exist in 6.313; combined into one policy, and reflects changes to reduce exclusionary discipline in order to seek better results through other levels of discipline; partially influenced by state review of discipline from earlier in the year

Review of 2020-2021 School Calendar – viewable here

  • Note: calendar will not be final until approved by the Commissioner of Education
  • Calendar Committee with wide district representation, including peer-selected teachers for each school
  • State law has specific constraints on the makeup of the school calendar
  • 8 paid days for professional development prior to the start of the school year on Aug 10
  • Parent-Teacher Conferences will be spread along a 3-week window to allow school-by-school scheduling, in order to create separation between
  • Nov 3, 2020 is a presidential election day, which now requires students to be out of school due to the use of two schools as polling locations; teachers will have professional development that day
  • Full week at Thanksgiving returns
  • Two weeks for Christmas break
  • Wednesday May 26 is last day of school
  • 2021-2022 calendar will be considered in the spring (March/April)

Superintendent Update:

  • Thanks to calendar committee
  • Kudos to Town BMA and management and police department for ongoing commitment to have School Resource Officers in every school, even during the challenge of the police department’s officer staffing challenges
  • Agri-STEM expos at both middle schools this Friday (9/20)
  • Saturday 9/21 Drive for Education Classic Car Show at Central Church organized by Collierville Education Foundation, including donations by Landers Ford to CEF for every test drive scheduled
  • CHS Alumni Association scholarship fund event Sunday 9/22

Chairman’s update:

  • Department of Education Strategic Plan presentation on Whole Child and Educators – need to ensure CS plan is aligned
  • Congressman Kustoff hosts a meeting for students interested in the Service Academies at the TN Welcome Center in Arlington – Saturday 9/28

Citizen’s Report: Collierville School Board Work Session, September 12, 2017

Work Session – Board in full attendance, Mr Aitken absent – attending TOSS meeting (new president of TOSS)

Review of financial statement for July – the one month with minimal expenses and no revenues.

Policy Reviews:

  • Alternative School Programs – in-house service for grades 6-12. Special Education and 504 services for alternative school participants will be addressed as needed, in compliance with all applicable laws. Currently 12 students in alternative school, which is the max, with a waiting list. The alternative school is a privilege offered to the district, not a right.
  • Voluntary Pre-K attendance policy. Added based on TSBA recommendation. Currently 20 students enrolled (max class side), and waiting list of 16 students.

Staff Report on High School Assessment Results – End of Course

  • New assessments, at higher standard
  • Algebra: 11th in state
  • Geometry: 6th in state
  • Algebra II: 6th in state
  • English I: 3rd in state
  • English II: 21st in state
  • English III: 3rd in state
  • Biology I: 6th in state (older existing standard)
  • Chemistry: 7th in state (older existing standard)
  • US History/Geography: 7th in state
  • Most of these also show significant improvement which is hard to achieve in a high-achieving district.
  • All 5 elementary schools get 5 on School-wide composites for growth
  • CMS – 1 (low growth, but no detailed numbers available yet)
  • SFMS – 4
  • CMS and SFMS both get 5 on Algebra I EOC
  • District wide scored 5 for growth. Not expecting that there are a lot of districts with a score of 5 in the state)

2018-2019 Calendar (proposed, pending board approval) click for document

  • new high school, new elementary school, moving middle school
  • allow maximum prep time over the summer
  • end school year by memorial day
  • unique calendar required approval of Commissioner of Education – approved with no further requirements
  • other municipalities have teachers returning July 30 – Collierville will return August 1
  • couldn’t make 2 week delay happen
  • using stockpile minutes to end up with 175 day school year, 200 days for teachers (including professional development, inservice, admin days)
  • teachers will get 8 paid days of prep before school starts
  • fall break still aligned with other municipal schools, partly with teacher kids in those districts in mind, partly to ensure alignment with ACT weeks for the state
  • parent/teacher conferences moving to day time: September 14
  • whole week off for Thanksgiving week – Monday and Tuesday will be PD for teachers
  • Christmas break starts 12/21, which is two days later than other schools
  • After Christmas break, Students don’t return till 1/7 (a Monday), but teachers go back for 1/3 and 4
  • Spring break is aligned with municipalities as well
  • Day after Easter is another PD day – no students
  • Last day of school is a Friday, May 24, which is a day later than the other municipalities
  • This calendar will create some expectations for future years… which are already being anticipated
  • Link to comparison to other municipal districts and the district’s highlights of the calendar

Board Meeting Calendar for 2018 – adjustment to meeting on Thursdays, to accommodate State Representative and School Board Member Vaughan’s legislative schedule. This also moves some meetings to the central office. It is possible the meetings will move to the new High School once it is open.

Budget adjustments to account for a CTE grant.

Closing out contracts for HVAC work at SFMS and CMS: purchase of equipment and installation. Each contract included bid plus contingent amounts. Use of contingency funds was low, which is favorable for the district.

Superintendent Update:

  • Mr Jones standing in
  • Rezoning: public meeting dates: Thu 9/28, Thu 10/5. 6:30pm CHS auditorium. Proposed maps to be published in advance to these meetings.
  • Upcoming events: Parent teacher conferences this Thursday, District Learning Day on the 15th; Collierville Education Foundation will host car show 10/16, and will have test drive fundraiser. 10/21 Go Jim Go visit to all schools.
  • Hurricane Relief Efforts had great participation, which will be well used

Chairman’s update:

  • Car show will allow local organization volunteer hours
  • Open House at CHS last month had full board in attendance
  • Mr Hansen attended Crosswind PTA meeting that same week – rejuvenated organization
  • Great to see improvement scores, testament to the teachers and the curriculum department.
